Professor Elmendorf's L.A. Times Op-Ed Explains How Newsom Could Take On CEQA

In a July 17 op-ed for the Los Angeles Times, Professor Chris Elmendorf explained how Gov. Gavin Newsom could fix the California Environmental Quality Act – which Newsom has said is “broken” --  if he ever decided to get serious about it.
