Louise Warren is the General Counsel of the California Coastal Commission. She attends the Coastal Commission’s monthly public hearings where she provides legal advice to the Commissioners and Commission staff on a wide range of legal issues, from compliance with the Bagley Keene Act to interpretation of the Coastal Act and its regulations. Louise also oversees the work of the Commission’s Legal Division, including review of staff reports for Commission meetings, coordination with the California Attorney General’s Office, and legal research on a wide range of topics.

During her eighteen years at the Commission, Louise has advised the San Diego, South Coast, and Central Coast district offices as well as the Energy Ocean Resources and Federal Consistency Division. She has worked closely with the Attorney General’s Office on dozens of cases challenging Commission decisions. Prior to her work for the Coastal Commission, Louise worked for Farella, Braun, and Martel, where she was a member of the Environmental and Insurance litigation groups. She is a graduate of Stanford Law School, where she focused her studies on both environmental law and on negotiations and dispute resolution.
